Top General: Reconcile with ‘Lower Case t’ Taliban

080609m6001g008 The top U.S. commander in Afghanistan seems to be backing the notion of reconciling with Taliban — at least on the local level.

Gen. David McKiernan — who is commander of both the NATO-led International Security Assistance Force (ISAF) and U.S. Forces Afghanistan — told an audience at the Atlantic Council of the United States that he sees the insurgency divided into roughly two camps:

Space station viewing

I like to refer to the Taliban as Taliban with a small ‘t’ — those who pick up weapons and fight for the Taliban because they are either unemployed, they are fighting for intra-tribal reasons, they are fighting because their family is intimidated, they are fighting for reasons of power, a variety of reasons — and to the Taliban with a capital ‘t,’ those who perhaps fight for ideological reasons.

Expanding later on that analogy, he said: “The idea of reconciliation at the local level of local fighters, of local influencers, potentially is a very powerful metric in Afghanistan.”

To illustrate the complexity of the situation, the McKiernan pointed to the governor of Musa Qala in northern Helmand province. “He’s a former Taliban — now I say ‘former’ in quotes, I’m not sure how much former he is, or how much today he is [a Taliban adherent],” he said. “[But] that is local leadership in Afghanistan, it’s a leadership we need to work with.”

President-elect Barack Obama has said he favors talks that could drive a wedge between insurgent groups. Gen. David Petraeus has made similar comments.

Afghan President Hamid Karzai recently offered safe passage to Taliban leader Mullah Mohammad Omar if he were willing to come out and talk peace. Taliban leaders rejected the offer, but Karzai’s proposal has spurred new discussion about whether some kind of political reconciliation is possible (or the proper course of action). Asked about Karzai’s offer, McKiernan said:

Ultimately this will be a political solution, ultimately people will decide to stop fighting and come together for a better future. So I think the idea of reconciliation — or whatever term we want to use, that’s a very Western term, not an Afghan term — the idea of reconciliation, the idea of fighters putting down their weapons and agreeing to support a legitimate constitution of Afghanistan I think is a very powerful weapon and something that ought to be pursued.

McKiernan then added a military leader’s caveat: “What I tell my military chain of command, however, is that the military doesn’t engage in reconciliation talks or discussions. That’s an Afghan lead.”

What’s the Matter With Photons?

Over at Dot Physics, Rhett has just completed a two-part post (Part I, Part II) on quantum physics arguing against the use of photons in teaching quantum physics. Part I gives a very nice introduction to quantum physics, which is why I linked it, but Part II goes a little off the rails. There’s not as much physics content, and it ends with a list of phenomena that are able to be described by semi-classical models of light, leading up to a question:

Absolute poker

So, if there are no photons, why are they in all the textbooks? That is a great question. I am glad I asked it. I really don’t have a great answer here download animation movie. Maybe someone wrote a book about photons and a student read it. This student eventually wrote his/her own book and included the photon model of light. This prednisone online new book was then read by a new student and so on.

The answer to the question is “Kimble, Dagenais, and Mandel.” Specifically, the 1977 experiment they did (Phys. Rev. Lett. 39, 691 (1977)) showing “anti-bunching” of the light emitted by single atoms. This result can only be explained in terms of quantized light, i.e. photons.

any given Tuesday

All year long they come to us for help. Last year we saw hundreds of Vets from WWII to Iraq and everything in between. The second commonality they all shared was they had no place else to go. Some still wearing fatigues, men who claim to have been in Iraq just two weeks ago to the guys from Vietnam to the old timers and everything in between. We call them heroes even as we allow them to sleep in the streets.

Veteran I know today will be full of tributes, of day long honoring of those who have served our country. This remembrance is important but not at the expense of the other 364.

About one in four homeless people are Veterans. By removing the barriers to housing combined with faster access to affordable housing we can do something about this social injustice, and we don’t have to wait for a holiday either.

We are talking about nearly 200,000 people at any one time. On any given day. Even today. Perhaps especially today.

There is a lot of talk in the field about how we will be able to accommodate all the men and women who will be returning from combat. We’ve seen so many soldiers in trouble already and there’s still a long way to go.

We don’t have to accept this. We can push our Administration to do more, we can push our local housing authorities and city planners. We cannot fully celebrate the courage of those who fought for our country without making sure this same country affords them their basic human rights.

FISCAL STIMULUS, JUST SAY NO

One of President Bush’s most lasting economic legacies will be his use of temporary, Keynesian, fiscal stimulus measures in an attempt to manage the economy and offset recessions, says the Chicago Daily Observer.

Below is a brief summary of the Bush tax cuts:

But the stimulus measures didn’t work, says the Observer. In fact, the 2001 rebates, because they increased the short-term cost of reducing taxes, caused President Bush to phase-in cuts to marginal tax rates. This slowed the economy as investors and businesses postponed activity and income recognition, waiting until tax rate cuts were fully phased-in.

Yet, there is nothing wrong with boosting infrastructure spending, where needed, adds the Observer. But that policy change should be directed at efficiently meeting long-term building goals, not just timed to boost the economy when policymakers think it needs boosting.

Further, another short-term stimulus will just leave the US deeper in debt with no change in the incentive to work, save or invest. If the new president wants to quickly send a positive message to the markets, he should announce that the era of short-term management of fiscal policy is over, suggests the Observer.

Life Support: How to tell a little white lie

Stop feeling guilty

Morality is a swampy ground, so it is best not to get mired in it. While the Bible is fairly clear on the ethics of lying – “thou shalt not bear false witness” and all that – precious few of us are thumping the pulpit in agreement these days. From telling your best friend she doesn’t look fat in her new dress, to pretending you didn’t realise that the man you were shamelessly flirting with has a girlfriend, there are countless situations in which lying really is the only option. And if you’re going to do it, you might as well do it properly.
